Turnaround and Targeted Improvement Plans (TAPs and TIPs)
At 91´ô¸ç, we are committed to making every school a place where all students can thrive. Recent TEA accountability ratings show a mixed picture: while we are celebrating significant gains at many schools, some are facing serious challenges.
To address this, we are required by the Texas Education Agency to create and implement comprehensive Turnaround and Targeted Improvement Plans (TAPs and TIPs). This is a necessary process to ensure our schools meet state standards while also preserving and strengthening what makes us 91´ô¸ç—our vibrant, loving, and innovative school communities.
This work is demanding and urgent, but we are confident we can do it together. Our community's deep love for our public schools is one of our greatest strengths. We believe that by working in partnership with our families, students, and educators, we can have the tough conversations, find innovative solutions and achieve accelerated growth across our district.

91´ô¸ç has eleven campuses that have received a second unacceptable count and will be required to develop a Turnaround Plan this fall and one campus that will need to develop a TAP based on federal accountability: T. A. Brown ES, Govalle ES, Hart ES, Houston ES, Barbara Jordan ES, Norman-Sims ES, Overton ES, Padron ES, Pickle ES, Wooten ES, Sadler Means YWLA, Eastside ECHS* (Federal Label). For these schools, we are recommending the School Improvement option because they have more time to implement strategies to improve their ratings so we will not need to consider more intensive intervention options at this time. 91´ô¸ç has twelve campuses that have received a third unacceptable count and will be required to develop and implement Turnaround plan this year: Barrington ES, Dawson ES, Linder ES, Oak Springs ES, Pecan Springs ES, ³§Ã¡²Ô³¦³ó±ð³ú ES, Wooldridge ES, °Â¾±»åé²Ô ES, Winn Montessori, Bedichek MS, Martin MS and Paredes ES.
For these 12 campuses, we do not have as much time and must consider more intensive interventions like a restart, or reassignment through the consolidation and boundary change process. While our goal is for these schools to break the accountability chain this school year, we cannot risk any of them receiving a fourth Unacceptable count. We must base our decisions off of what we know today so the School Improvement option alone would not be a strong enough intervention for these schools.
